What works
Useful offline, honest about the rest
Caching everything would mean showing a manager a compliance answer that was true yesterday, so we cache the part that is personal and keep the part that is authoritative online.
Reminders arrive anyway
The reminder schedule runs on the server and sends email and SMS at 90, 60, 30, 7 and 0 days, independent of the app.
Documents need a live link
Files are only served through short-lived signed links, so opening a certificate requires a connection — by design.
Manager views stay live
Coverage, the workforce list, reports, exports and the audit log are always fetched fresh, so nobody signs off on stale numbers.

Three taps and an icon on the home screen
Nothing to download from an app store and no second login — it is the same site, installed.

Why
A cached page is not a compliance decision
It would be easy to ship an offline mode that shows a manager every worker and a green tick for each one. It would also be dangerous: the tick would be a copy of what was true when the device last synced, and a signed-off shift would be signed off against the past. So the rule is simple — anything you might act on for someone else is fetched live.
Your own record is different. It is yours, it changes rarely, and you are the one reading it, so it stays cached and readable with no connection at all.
